  • Rob Kerr / The Bulletin Sisters resident Michael Cooper has started a petition to get legislation to stop balance billing in emergency room cases, which means those doctors would not be able to bill patients for whatever their insurance companies don?t pay. Cooper had to visit the emergency room following a hip injury from a fall in his home. He is fighting a bill from Central Oregon Emergency Physicians that resulted from the treatment.
